About Described and Captioned Media Program

The mission of DCMP is to promote and provide equal access to communication and learning through described and captioned educational media. The ultimate goal of the DCMP is for accessible media to be an integral tool in the teaching and learning process for all stakeholders in the educational community, including students, educators and other school personnel, parents, service providers, businesses, and agencies.
The Described and Captioned Media Program is funded by the U.S. Department of Education and administered by the National Association of the Deaf.

Services

Information and Referral
The DCMP serves as a clearinghouse of information about description and captioning intended for consumers, agencies, corporations, and schools. Offerings include numerous print and online informational resources as well as a gateway to accessibility information from DCMP and its many collaborators.
The DCMP—in partnership with AFB—also developed the first-ever description guidelines for educational media. These guidelines—the Description Key for Educational Media—are freely available at www.descriptionkey.org. The DCMP also offers a free evaluation to any description (and captioning) vendor who wishes to perform description work for the DCMP. Vendors who pass this evaluation are included on a U.S. Department of Education-approved list, which is publicly available from the DCMP.
Fee: There is no charge for any DCMP service.
Libraries/Alternate Media and Learning Resources
The DCMP provides a library of described and captioned educational videos for use with K-12 students with vision and/or hearing loss. These videos are available at no charge (including postage) to teachers, parents, family members, and others involved in some educational capacity with qualifying students. Videos can be borrowed on DVD or streamed instantly from the DCMP website.
Eligibility: To qualify for the DCMP's free-loan service, an individual must be a teacher, parent, family member, or other adult involved in some educational capacity with at least one student who is blind, visually impaired, deaf, hard of hearing, or deaf-blind.
